Upon doing this, he defeated the tyrant and restored his homeland. After showing this feat of strength, he was called upon by a strange man to enter the tournament.

2 Throws(one on ground, one on air, the only sprites that need to be the same are the projectile sprites)

Special 3
Special 4
1 Assist Technique(your character performing an attack.)

Well, I read your post on DeviantArt that gave it away, but originally, I didn't think there was a base.

Anyways, you and I should probably go work on our characters for this game. I have to do so little for Silver Hood, yet I can't bring myself to do it.

Do you know of any other bases that are similar in body porpotions that I could use for attacks and a run?

I don't really know. Piccolo could work for a few things, if you de-poof the pants.

And... I guess that's really it. Man, I guess editing Dragonball characters is a strike out if you want to multi-base. Well, you could always edit the proportions of other JUS characters.

Oh, by the way, is he going to use his sword in any of his attacks?

You could always go to the trouble of spriting the sword in a sheath and attaching it to Knightmare. It could be used for all of his Hard attacks, and a few of his specials. It wouldn't be a total waste.

The fireball travels around his body and goes straight up past the top of the screen. A flurry of fireballs fall from the sky and fall down upon the contestants.

I was in the car for 8 hours on the way home from Myrtle Beach. I had a power adapter, but no interwebs, so I had alot of free time.
